I've heard of rocket scientist and rocket science, but what is a "nuclear rocket surgeon"?

It's not rocket science or You don't have to be a rocket scientist..
It's not brain surgery or You don't have to be a brain

rocket scientist -- someone who is smart enough to design and build rockets - it was an older expression for a "super geek"
rocket science - the study of building rockets; a combination of physics and engineering. These were very difficult and demanding subjects.
