Why is "do" placed before "other countries"?

Venezuela devotes a higher percentage of its budget to education than do other large Latin American countries such as Mexico and Brazil.

I don't understand. It does not seem parallel to me. Can anyone please suggest a web page where I can find related material of sentence structure like this.
