Why is another answer wrong?

Hello

I'd like to ask why the answer is (b) in the following question.

There was the question #1 in the exercise to fill in the blank.
#1 The function of space suit is ( ).
Choices are (a) keeping the wearer safe (b) to keep the wearer safe

The answer was (b).
I cannot understand why (a) is wrong. A gerund can be used as a noun. So I think both can be the right answer.
Is there a special rule that gerund cannot be a complement?
Would you give me some guidance?

Hello. I cannot come up with the rule right now as I am not at home with my grammar book. But in this case the only correct answers i b which you have also commented.

It has to be the infinitive form, otherwise it will not make any sense.

After a form of the verb "to be", the use of a gerund greatly risks the misinterpretation that a progressive tense is being used.

In your particular example, the use of a gerund makes it seem that the function is keeping something as in "He is keeping the bread in the refrigerator" or "He is keeping a secret".
