why include this word(s)?

Hi,

when you have a situation where the sentence may refer to a singular item and possibly to a plural item of the same thing like the Subject of this post "why include this word(s)?", can I still use a singular determiner "this"?

Back to the main point. Why would a person would include the phrase "a set" here and what is the difference?

... based on a set of instructions
