Why he said 'yer,' not 'yeh'?

“I don’t like cats, they make me sneeze. I’ll get yer an owl. All the kids want owls, they’re dead useful, carry yer mail an’ eveythin’.”

There are two ‘yer’s. I guess the first one yer needs to be ‘you.’ But the second one can get ‘you’ or ‘your.’ Then, why Hagrid’s saying ‘yer’ instead of ‘yeh’?

The writer is trying to give the reader an idea of Hagrid's accent, ie how Hagrid pronounces the words.
