I was wondering about this paraphrasing:

"Don't go out !"

Can this be paraphrased with "Why don't you~?" ?

Why don't you not go out? (?)

or other expressions using "why don't you~"

No. 'Why don't you?' is either a candid question (Why don't you brush your teeth regularly?') or a suggestion ('Why don't you try one of these shortbread cookies I made?')
