Which one is correct?

1.Why don't I know you?
2.Why do I not know you?

1.How couldn't that happen?
2.How could that not happen?

1.I may not be able to do that.
2.I may be not able to do that.

And strange enough...I heard someone saying "Don't not do that." there are two negative words so it should become a positive one?

They are all correct grammar; it is a matter of native choice:

1.Why don't I know you?
2.How could that not happen?
1.I may not be able to do that. = I will try to do it
4.I may be able to not do that. = I will try not to do it
