why 'doesn't it say'?

In a true-false exercise, why do they say 'doesn't it say' instead of 'it doesn't say'?
We can say the text doesn't say it or it doesn't say it.
Why do we have inversion here? For example,
Read the letter. Are the sentences true (T) or false (F), or doesn't it say?

This consists of two questions.

This means they should write
T (true)
F (false)
DS (Doesn't Say)
( DS is the abbreviated form of 'It doesn't say'.)
This is a poorly worded choice. Better would be U (unknown)
