Why Does this discrepancy here?

1.The strike is expected to end soon.

2. He is alleged to have stolen a car.

1st one is correct, but i thought 2nd one would be correct the same way 1st one is, like ‘He is alleged to steal a car.’ Why does this discrepancy here?

It implies an action had been taken in the past and now he is alleged to have committed it. ( A car has already been stolen).

1.The strike is expected to end soon.

It is still expected; it's a predication of the future which might not even happen.
