Why do you do that and not me?

Hiya!

Can someone explain me on the idea of what the subject is? (Why do you do that and not me?)

Does it mean that, "how come you do that instead of me?" (so I think I should do that) , or "how come you do (or have) that while we both could do that (or have one)"? Or perhaps it can go both way, depending on the context?
