Why do the two similar questions have different answers?

Why do the two similar questions have different answers? Is there any difference between "Not exactly" and "Not exactly so"?
Question 1. Tom: You seemed to be deeply struck by his skills.
Mary: Not exactly. It was his courage ___ his skills that really struck me most.
A.as well as B. rather than
Answer: as well as

Question 2. Tom: You seemed to have been impressed by his songs.
Mary: Not exactly so, it was his way of singing ____ his voice that really impressed me.
A. rather than B. together with

That "Not exactly so" sounds like something a Japanese English student would try. It sounds strange to me. If it were "That's not exactly so. It was his way of singing ...", it would sound natural.

Not exactly. - This is a good answer as an interjection. It is not a complete sentence.

That's not exactly true / so. - This is a good answer when we respond with a complete sentence.

These two mean the same, and are used with equal frequency..

What struck me is this, time and again, way of putting into English tests the ambiguous answers which add confusion and uncertainty during exams.
