1. Why do English native speakers not learn English? 2. Why don't English native speakers learn English?
As I know, they are both correct and have different meanings. However, I am interested in the positions of the adverb "not". Can we infer the different meanings of #1 and #2 just from the position of the adverb (not from your experiences)?

I think #1 means that why English speakers don't have to learn English seriously like foreigners. They can learn it from their parents and surroundings.
#2 has the same structure like the one below and I think it is a suggestion. Why don't we save more money?
