Why did we use "Followed" in this sentence

Winter is followed by spring.

Why did we use "followed" in the past tense, although we used "is (present tense)" in the sentence?

'Is followed' is passive voice. Have you learned the passive voice yet? eg Dinner is cooked by Mary.



The active voice version is 'Spring follows winter'.

Clive, yes I have learned the passive voice, but I couldn't recognize "Winter" as the object. I don't know why maybe because I always see something like "The dinner was cooked/She was killed, etc."
