Why continuous tense??

1. Education in Chile is having improvement since the government reform in the 1960s.

2. Education in Chile has been improved since the government reform in the 1960s.

Neither is idiomatic English, certainly not "is having improvement". That's wrong. You need something different, namely,

Education is Chile has improved since ...
