Why cars are not popular in Vietnam?

In my country, you will realize that the main vehicle used by everybody here is motorbikes. It is quite dangerous as people driving these ones. For example, in the past three years, accident was usually happen every day. At that time, wearing helmets was not set as a rule so that no one used it as a protected object. They all thought that it would be ugly if taking that on their heads except for several ones. At last, there were so many accidents happen and the government made a rule that paying a fine for those who had not wear a helmet when controlling motorbike. It seemed to be effective, so far there have been less cases and we use helmet as a habit.
Back to my question from the beginning: why cars are not popular in Vietnam. The first reason is road condition, it is very narrow and not smooth so that we would not lead our cars easily in this circumstance. Of course in some provinces roads are very flat but in some they have not, the government has been building gradually. The most affected reason I think is tax. If anyone wants to purchase a car in my country, he or she will be imposed several taxes. This will be triple the price of the original car imported from other countries. These taxes are: import duty, special consumption tax and value added tax. It has not stopped here, after buying cars at suppliers (Mercedes-Benz, BMW, Audi, etc.) you also have to pay plate number fee, insurance duty. It looks like our government does not encourage people using cars although they are very safe.
