Why can't we use "not both" in the subject?

When we want to say, "One of his parents is dead, and the other is alive, "
can't we say "Not both of his parents are dead."?? Why not??
We can say "Not all the students are smart.", but why can't we use "Not both" in the subject??

I think there is no better answer than that it is simply not done. This from one dictionary:

both: used for showing that you are referring to two people or things, and that you are saying the same thing about the two of them.

Note that the phrase does exist, as in
