why can’t I paint you???

- If a picture paints a thousand words, then why can’t I paint you?

Does it mean that if a picture paints a thousand words, I can paint a picture of you ? I couldn't understand the meaning of "why can't I paint you?"

- Could you teach me the meaning of this clause
"If a face could launch a thousand ships"
I don't know what "a face" means.
