Why can not use "merge"??

An expert in office planning was consulted so that we could
( CONSOLIDATE ) our samll office into an efficient work area.

Can this part( CONSOLIDATE) use "MERGE"??

No. To merge needs two or more things, and so does "consolidate". Neither word works. I'd use "organize": "An expert in office planning was consulted so that we could organize our small office to make it an efficient work area."
