Why "being" is used? why not "be"?
A survey revealed 17% of the respondents did not agree to being vaccinated against Covid-19.
Hi, may I know why "being" is used in this case instead of "be"?

'agree to being' is a much less used variant of 'agree to be'. (The same is true of most verbs, not just 'be'.)
Neither is wrong.
