Why are you being late and Why are you getting late? Does both sentence has same meaning? If not,please explain each of ots meaning

I don't believe you'd hear an English speaker say either of those. If you were to come into the office late, you would more than likely hear, "Why are you late?"

"Why are you being" is usually followed by words that indicate temporary moods or behaviors, often negative ones.
