Why are they using "and"?

Hi

Why are they using "and" in the example? There are only two items to be listed and they could used a semicolon to separate them, like this, "...multipurpose information utilities; the requirements of the...". Thanks for the help.

In the example below, I would have used a colon to give a category, like this:
Switches are commonly used to open or close a circuit: Closed is the ON, or make, position; open is the OFF, or break, position.
