Why are personal assistant's job titles listed as "PA to [Person name]" rather than PA of [Person name] ?

Why are personal assistant's job titles listed as "PA to [Person name]" rather than PA of [Person name] ?

For instance,
Sarah Hughes
PA to Rob Grant

Rather than
Sarah Hughes
PA of Rob Grant

Maybe "of" isn't correct either, but "to" just doesn't seem right...
