why an article here?

Hi,

I checked my dictionary and it said that the word 'percent' is countable and a number noun. Would that explain why there is an article in one place and no article in the other?

The bank said inflation will rise to 2.8 percent next year, from an estimated 2.7 percent last year.

I would suggest that the article is used in the second place because the adjective 'estimated' makes it a 'kind' of percent, so to speak.

Take out the adjectives - an estimated - and you have the same.
