Why "allows + Verb ?"

Teachers, please advise me..

A modem is a device that allows _______ between computers over the telephone.
a. contact
b. in contacting
c. be contacted
d. to contact

in a grammar book, the answer is a. contact, I don't understand. In my opinion it should be "contacting" but there is not in the choices.

The noun contact already has a definition for this use, so there is no need to use the gerund, which would be inappropria
