Why "allowed"??

The famous speaker told audience that he would welcome questions at the end of his presentaion if time (ALLOWED.)

Why (ALLOWED) use in case??It is talking about future.I think.

The sentence is in the past. In the present/future you would say 'The speaker will welcome questions at the end if time allows'. Rover
