why 'a bag to put things IN' but not 'a meeting to discuss the matter AT'?

Hiya!
Do somebody of you maybe know why you end this sentence 'I have a bag to put the things in.' with a preposition, while here 'We need a meeting to discuss the matter.' you don't put any preposition at the end? Why not 'We need a meeting to discuss the matter at'?
