A: What time is it?
It would be 8 pm right now.
vs.
B: What time is it?
It is 8 pm right now.
Why would people use “it would be 8pm right now” over “it is 8pm right now”? Why?

Would people really do that? I don't think I've ever heard it. It sounds like the speaker is just guessing — in a rather pretentious way.
I checked the Google Ngram Viewer and found nothing like that for any time of day. The versions with "is" can be found there,
