Who/Whom Usage

I'm trying to figure out whether or not to use 'who' or 'whom' or possibly, 'that,' in a particular sentence.

The exercise lists the sentence as reading "If you send material to clients whom have multiple e-mail addresses, record the address that they use most frequently."

In this case "whom" does not sound correct. Both "who" and "that" sound like they could work in this sentence, but I am unsure as to which case fits the sentence correctly. To me, "who" sounds much better than "that."

who works like they. whom works like them.

You wouldn't say "Them have multiple e-mail addresses", would you?
You'd say "They have ...".

So whom is wrong.

Use who or that. Since clients are people, who is better in my opinion.
