The I don't understand the difference. Is it "who" that is the subject of the clause, or is it "everyone"?

'Who' is the subject of the clause. 'Everyone seems to think' is a commentary clause.

Sorry, Should have been clearer. Is who the subject of the relative clause? You see, some speakers have told me that who has to be the subject of its clause and others that is has to be the subject of the relative clause.

Yes, 'who' is the subject of '(a woman) who ... is an angel'. The pronoun's status as the subject of its relative clause takes precedence. The entire clause as a whole is the object of the preposition 'about'.
