Which one is correct ??

1> It's him who I told the news
2> It's he whom I told the news
3> It's him whom I told the news
4>It's he who I told the news

I am interested in knowing the correct formal usage of who and whom.

Who as an interrogative pronoun has three cases: who, whom and whose. They exclusively refer to people:

Hey, who ate my poptart?
I know not for whom this letter was sent.
Whose hundred-dollar-bill is this?

If the interrogative pronoun replaces the subject of the sentence, use the nominative case form:

Who started the bar fight? Who will clean up this mess?
