who/which plus third-person or not?

Who smoke more, Japanese men or British men? / Who smokes more, Japanese men or British men?
Which has better facilities, Japanese schools or British schools? / Which have better facilities, Japanese schools or British schools?

I always thought "who" as a subject always comes with a third-person verb, but if the answer is "Japanese men do," then
it is plural, so the verb shouldn't have the third-person "s". Am I correct?

In my view, it should be "Who smoke more...?" and "Which have better facilities...?"
