Who/which

I understand that ‘who’ is used for people and ‘which’ for things, thus:

- I lost the bus, which was supposed to leave at 5pm

- I called Peter, who was supposed to be here at 5pm


But, what should I use when talking about a company or a government body?

- I request an extension from the customs authority, [who/which] was supposed to answer in two days

- I asked a quotation from IBM, [who/which] was supposed to answer in two days
