Can one say a. Who supports the governor is young. b. Who came into the room was young. ?
I do not think those sentences work. My feeling is that we need 'those who...' in (a) and 'the person who' in (b). But then again, 'who' could mean 'whoever', so technically they should work. If the speaker meant 'whoever' and did not have specific people in mind.
