Whose? at his parents' or his parents'?

Hi teachers,
This is the exercise:
Present Progressive. Principal Verb: HAVE
_________ __________ _____ __________ __________ lunch?
Peter ____ ___________ lunch at his parents’ house.

This is what the students should write:
Whose house is Peter having lunch?
He is having lunch at his parents' house.

If I want the students to base the question on the blue words, should I put in blue, "at his parents’" or just "his parents'"?

You need "at his parent's..."

The question part is messy, it should be modified to: "At whose house is Peter having lunch?"
But it would read better as "Where is Peter having lunch?"

At whose house is Peter having lunch?

It doesn't really matter whether you colour 'at' in blue or not, but 'at' must be in the question.
