whoever + past participle

Whoever admitted into the factory is reminded to refrain from touching the company's equipment and machinery.

I saw above sentence in a TOEIC workbook.
In my opinion, it should be "Whoever *is* admitted into the factory..." but there's no 'be' after Whoever. That is, no verb is found in the whoever-clause.

The sentence is found to be quoted several times on different webpages, so I think it's not possibly a typo.
Is the sentence grammatically correct?
I know "relative pron. + be" may be left out together, Is it the same case even if the relative pronoun is included in whoever and can't be left out?
