Whoever or Whomever?

Hello

Whoever

I think Whoever is fine here, but what makes Whomever wrong?

I've found some sentences beginning with whomever:

Whomever wins in November may need to act on this pledge early in his presidency. (fresnobee.com)

Whomever murdered this patriot used that dumpster to try to cover their tracks. (washingtontimes.com )

Whomever plays Judson would have to defeat the Eagles twice to claim the title. (dailyherald.com)

Thanks but I don't get it. Other examples use "whomever" as the subject of the sentence below. Am I wrong?

Whomever wins in November may need to act on this pledge early in his presidency.
Whomever murdered this patriot used that dumpster to try to cover their tracks.
Whomever plays Judson would have to defeat the Eagles twice to claim the title.

Whomever is incorrect in these examples. It should be whoever in each case.
Whomever is only used when referring to the object of the verb, the person to whom something is done.
Whoever wins in November.... (Whoever is the person doing the winning.)
Whomever is elected in November.... (Whomever is the person being e
