Whoever it is, I don't care.

This BBC article titled "Leo Santa Cruz 'pretty sure' third fight with Carl Frampton will happen in 2019" says in part:
He said: "I want to get a fight [in November]. Whoever it is, I don't care. If I get the win, I [then] want to fight Carl Frampton."

Here, what does the sentence mean?
(1) No matter who it is, I don't care.
(2) I don't care whoever it is.

If it means (1), then 'care' is used intransitively. If (2), it is used transitively.
