Whoever it is??

Question 34: Please answer the phone for me. I don’t want to speak to ____ it is.
A. whenever B. whoever C. whenever D. whatever
The key says B, but I think there's something wrong. "it" is only used for things, not a person, so the sentence should be "I don't want to speak to whoever that is. Am I right?
