1. Everyone responding to the restaurant survey will recieve a $10 gift certificate to the Rangely Cafe.

2. Whoever responding(x) responses(o?) to the restaurant survey will recieve a $10 gift certificate to the Rangely Cafe.

Q) Can #2 make sense with the word form "responses?"
If so, #2 has almost the same meaning as #1, doesn't it?
