Whoever as "No Matter Who"

Greetings!

"I'll come around tomorrow, whoever may be here."

(http://www.thefreedictionary.com/whoever )

"I will never change my mind, whoever tells me to."

The first one sounds okay, but the second one doesn't. Am I missing something or am I just being too hard on the second sentence? Is there a term for "no matter" in grammar speak?

Both sentences are fine. 'Whoever' is quite properly serving as a subject (of 'be' and 'tell' respectively) in both sentences.
