Who writes the sign? or Who wrote the sign?

In cartoon "Garfield", Garfield sees a wooden sign "Be aware of dog" outside a yard. He walks in and sees a cute little dog. At first Garfield thought the dog should be big and ferocious, yet it turns out to be a little dog.

Then Garfield says, " Who writes the sign?" Since the sigh has been placed there for a period of time, shouldn't he say, "Who wrote the sign?"

Beides, the little dog replies, "Wouldn't you like to know..." Shouldn't the dog say

"You wouldn't like to know..." ?

I can't get the cartoon strip. I saw it in a newspaper last year.

A cartoon strip last year?! Then how can you be sure it didn't say 'Who wrote the sign?' or even 'Who writes the signs?'

I am sorry. There is an error in my question. The title should be "Who writes the stuff?"

Last year I saw the cartoon strip and transcribed the dialogue in my notebook. Then I posted my question on a bbs in Taiwan, yet nobody could give a reasonable explanation.

So I am sure Garfield said "Who writes the stuff?" (He wondered who wrote "Be aware of dog" on the wooden sigh)

I'll bet it actually said 'Who writes this stuff?' Phrased that way (with 'this'), it shows Garfield's contempt or disregard for the content of the sign. He does not really want to know who wrote it; he is expressing his disdain for the message.
