Who was/ Who were

In question sentence when should I use who was ... and when who were ...
For example:
Who ____ with you yesterday.

The answer can be in singular:
Ron was with me yesterday
And in plural:
Joe and Moses were with me yesterday.

The word players imply that it is plural for sure, so should it be Who were?
