CAn I say,

(a) When the guard was going (out) to take a lunch break, the two masked men, who is / was tall and mascular, dashed

into the shop.

With two men, you must use "are" instead of "is" or "were" instead of "was."

So, if I mean only two masked men, is that correct way to say as the sentence above? (with comma)
