Which is correct for the following sentence and how can I tell for future reference?

Nowadays, the rule is not strictly followed so that 'Who shall you choose as captain?' is also correct.

I agree about who/whom, but I don't like "shall" in the second person. I'd say "will" (if the choice is really going to be made) or "would" (more for an opinion).
