Who takes? Or Who take?

I wonder if you could help me with the following.

Look at the following statement.

“Teachers and students are the main participants of the event.”

When you want to make a question about the participants of the event, will the following question work?


“Who mostly takes part in the event?”

Or should I say,

“Who mostly take part in the event?”
