Who stigmatises the communities? The agressor/serial killer?

Plus, does "communities" refer back to "the reference groups"?

My interpretation of these paragraphs is that this is about psychopathic aggressors, who can be of several varieties, for example: political criminals (assassins, bombers, etc.), serial murderers, spree killers, murderers in general, armed robbers, etc.

Not necessarily, as I read it. A reference group might be composed of a number of "communities," so a community might not be the reference group itself, but rather some subset of the group.
