Who? singular or plural?

Hi,

A.'I went to Kate's party'.

B.'Who was/were there?

I learned at school that when we use 'who' in similar to the above questions, we should always use the singular, but I came across 'were' the other day in a similar question. Is it American use vs. British, or both of the uses are correct?what's the difference,if any?

Thanks.

If you can find it again, please post it.

who is normally singular in this kind of question, but it might be plural in something like this:

- Several people stopped me on the street and asked for directions to the airport.

- Who were they?
