I can't seem to find this idiom in the dictionary

What do the following sentences mean and is it correctly used?
Who says

Who says bigger is better.
Who says I'm going to talk to her.
Who says I'm wrong.
Who says she's nice.

Person A :It's going to rain out.
Person B: Who says it's going to rain. Don't jinx it. (=how do you know it's raining out)

What's to say it's raining out.
What tells you it's raining out.
