who or whom in this question phrase

hello everyone
sorry for my bad English

who/whom was given the instructions ?

first of all i request that only whose mother language is English answer this question ACTUALLY I BEG !!!!!!!!!!!!
some days ago i had a discussion with my professor on above question .
he believed that we could use both who and whom words for the question phrase . but i wasn't sure .
my question is clear now . can we use whom in that question or we only have to use who ?
but the point is i don't want you dears to answer it as a English teacher i just want you to answer as a person whose mother language is English . i just want to know that is it acceptable for a English language person to use whom in that question . doesn't matter in formal or in informal situation ...... doesn't matter in written or spoken English . I just want to know is it possible to use whom in that question phrase AT ALL ?
