I hate it when people critique others on here that couldn't complete a sentence to save their lives

And I slightly changed this sentence as to not disclose what I was actually talking about, so don't bother asking why I'd want to say that lol. It was literally the only thing I could come up with that used the same basic sentence structure. I'm really torn on "who" versus "that" in a sentence such as this.

Dear friend,

when the antecedent (others) is personal and the pronoun is the subject of the relative clause, who is favoured, irrespective of the style and the occasion, although there is nothing wrong or odd about using that.

Anon, your sentence has another problem. Which people can't complete a sentence? The people being critiqued, or the people doing the critiquing?

I hate it when people who couldn't complete a sentence to save their lives critique others.
I hate it when people critique those on here who can't complete a complete sentence to save their lives.
